新上任的青山县商业局副局长周铭，不懂业务，不善于学习，但又自以为是。春节即将来临，市场上缺鸡，周铭主张要不惜代价搞到鸡。商业局干部郭云鹏，一心追求周铭的女儿美艳，此时积极献策，搞所谓"物资交流"，结果用计划商品中的缝纫机去和外县换鸡。在周铭"多多益善"的指示下，还大批购进了许多鞭炮烟花和气球。春节时，青山县供应充足，到处鸣响着鞭炮，飞舞着五颜六色的气球，周铭甚感得意。春节一过，原计划供应的缝纫机没有了，群众意见很大。郭云鹏又乘机讨好，自愿去找门路，用肥皂、香皂到处县换回了缝纫机。县百货公司经理杜海，是个工作勤垦坚持原则的青年。他虽是美艳的恋人，却不顾情面，对周铭这种违反市场供求规律的做法，一再提出反对意见，但周铭执意不听，并为此反对女儿美艳和杜海恋爱。性情脆弱的美艳感到十分为难。理发员廖丽萍是美艳的好友，为人热情正直，她劝说美艳应该和杜海好，对郭云鹏的圆滑和自私很是厌恶。数月后，积存的大量鞭炮、气球无法处理，周铭只得命令各商店搭配出售。结果，鞭炮到处乱炸，造成很大混乱。周铭还建议县体委林主任，组织十个县的得邀请赛，比赛时，每张门票要搭配一只气球。观众对此意见纷纷，把手中的气球便"献"给这位周副局长。大大小小的气球带着他飘向天空，幸亏他尽快放掉了气球，落在记分牌上，才化险为夷。众多得运动员每天要洗澡、洗衣，急需肥皂，这使周铭又落入十分狼狈的境地。他到处受到人们的包围和质问，为此，血压升高，不敢出门。郭云鹏为使周铭解脱困境，又转回头用鸡去换肥皂。为了打通关系，他用鸡到柳阳市大走后门，还把周铭冒充为柳阳市商业局局长的老战友，挖空了原来准备供应水电站工地的一批肥皂。周铭不明内情，只知道郭云鹏搞来了肥皂，便认为他聪明、能干、听话，要包办美艳和他的婚事。同时，杜海深入调查，自找货源，解决了肥皂供应的困难。周铭出差时了解到郭云鹏"冒充战友、后门送鸡"的丑闻真相，才深深认识到自己的错误，其根源是不学习业务，扑克以为是，瞎指挥。回到家里，他看到美艳和杜海正在举行婚礼。庆祝婚礼的烟花在闪耀着，人们尽情地欢喜笑。周铭也深深地体会到：要想弹奏出优雅的琴音，必须学会音乐，否则，那只能是"乱弹琴"。

As a result of Geun-seong’s actions, including Jong-man’s career being jeopardized, everyone in the film is only concerned about themselves. What is happening to the world? Geun-seong adopts an attitude that he will do anything for fame to earn a large sum of money. The director focuses on Geun-seong’s face in extreme situations, without any sympathy or affection towards him. You might catch a glimpse of your own face there, and sense the tragedy of this era.
